rean 1/4" trs plug

What is the deal with this little piece of green/grey stuff covering the sleeve post? Non-conductive? Do I solder under it? Is it there to help isolate from the tip or sleeve? Never saw this before and haven't been able to find any info. Help.

Physical isolation between the shield and the other two conductors. Solder to the sleeve "under" it.

I cut the ring tab flush with the tip tab then cut the insulator just ahead of those.

Probably soldered 2000 of these in the last 20 years.

Had only 1 fail.
