I meant to get back to this sooner. I was hoping that someone who knows more would help out here.
I don't think the ground is currently isolated, I think Blake is meaning that the power is isolated, and he's looking to isolate the ground. I may be wrong.
My limited understanding is that grounding to a water entrance pipe is not a substitute for a proper grounding rod. That being said, if you did decide to go that way, you would need to attach within a few feet of where the water entrance leaves the earth. Otherwise, you are asking for a big problem.
Putting in a proper grounding rod isn't that big of a deal. You do need to follow proper guidlines, but if you have a good isolated ground, and keep it isolated, you'll be very happy with the results.
